Michigan signs BEAD grant contracts with 17 subgrantee ISPs
The Michigan High-Speed Internet Office executed grant agreements with 17 organizations selected for BEAD funding, clearing the way for permitting and construction. The state expects construction on its BEAD-funded projects to begin this month.

Execution of the subgrant agreements moves these 17 ISPs into active_deployment, triggering the 4-year construction timeline clock and requirements to complete NEPA environmental documentation before any construction commencement. Subgrantees must now maintain ongoing obligations including semiannual/quarterly progress reporting, contractor oversight, procurement compliance, labor and safety plans, and network design certifications as construction and permitting begin. Failure to complete NEPA clearance or permitting before groundbreaking, or to establish required financial controls (bonds, letters of credit, clawback provisions) at this stage, creates critical audit and clawback risk.
