Arkansas finalizes BEAD contracts with all subgrantees, zero backouts

Arkansas has finalized its BEAD agreements with every subgrantee with no providers backing out, according to state BEAD director Glen Howie. The new round of contracts is expected to connect 12,000 to 18,000 additional locations and covers 100% of locations eligible under the first Benefit of the Bargain round.

What this means for BEAD compliance

All Arkansas BEAD subgrantee ISPs that signed final award agreements, including providers now obligated to deploy under the Benefit of the Bargain round.

Execution of all subgrantee agreements with zero backouts triggers active_deployment obligations statewide, starting the 4-year/48-month construction clock, SCRM/BABA equipment compliance requirements, and ongoing performance, financial reporting, and buildout milestone obligations for every awarded provider. Compliance officers should immediately confirm provider match funding commitments, procurement and subcontractor oversight controls, and deployment timeline tracking are in place since no further pre-award exit is expected. Risk shifts from award uncertainty to execution risk, with critical exposure on missed interim milestones, BABA/SCRM certifications, and reporting cadence under FIN and RPT requirements.
