Arkansas finalizes all BEAD subgrant agreements with no subgrantees backing out

Arkansas BEAD director Glen Howie said the state has finalized its BEAD contracts with every subgrantee in the latest Benefit of the Bargain round, with none dropping out despite earlier federal policy uncertainty. The finalized contracts are expected to connect 100% of eligible locations, with 12,000 to 18,000 locations anticipated in this round.

What this means for BEAD compliance

All Arkansas BEAD subgrantees awarded in the Benefit of the Bargain round, now bound by executed subgrant agreements covering 12,000-18,000 locations.

Execution of all subgrant agreements starts the active deployment phase and triggers the 4-year build-out clock, construction milestone reporting, and ongoing performance, financial, SCRM, and environmental compliance obligations under each subgrantee's contract. Subgrantees must now maintain contractor oversight, procurement documentation, BABA/Buy America compliance, and progress toward the 100% eligible-location completion target. Because no subgrantees withdrew, Arkansas faces no re-procurement gap, but the state must now shift compliance monitoring resources toward tracking deployment milestones, expenditure reporting, and non-compliance risk across every awarded entity.
