Indiana signs BEAD contracts, moving $400 million into statewide deployment
Indiana's Broadband Office (IBO) has signed BEAD contracts deploying $400 million in statewide broadband funding, and is preparing for a second application round under NTIA's new Supplemental Deployment Policy Notice to reach locations not covered in the first round. The IBO will work with pre-qualified subgrantees on the second round to move the state closer to full broadband coverage.
Award amount: $400.0M
What this means for BEAD compliance
Indiana BEAD subgrantees who signed contracts in this first $400 million round, plus ISPs that were pre-qualified but did not receive location assignments and may participate in the upcoming second application round.
Executed subgrantees now move into active_deployment obligations: the 24-month build clock starts, reimbursement-based disbursement and cost-per-passing tracking begin, and Davis-Bacon, Buy America, NEPA/environmental review, and cybersecurity/SCRM certifications become immediately enforceable. Compliance officers should confirm NEPA and environmental consultation milestones are scheduled early, since construction cannot proceed in covered areas without completed reviews, and should establish quarterly address, speed-test, and financial status reporting cadences now to avoid early-stage noncompliance findings. For the planned second round, pre-qualified subgrantees should prepare pre_award documentation (default risk assessment, financial capability, workforce and fiber prioritization plans) in advance of IBO's new round under the Supplemental Deployment Policy Notice.
Opportunity: Pre-qualified Indiana subgrantees that did not receive full location coverage in round one can pursue additional funded locations in IBO's upcoming second application round under NTIA's Supplemental Deployment Policy Notice.
