NTIA approves all 56 BEAD final proposals, states poised to spend $18.2 billion on deployment

With the final approval of Illinois' plan, every state and territory has now had its BEAD final proposal approved by NTIA, unlocking a combined $18.2 billion for broadband deployment nationwide. Providers across the country can now expect subgrantee selection and award execution processes to accelerate in approved states.

What this means for BEAD compliance

All BEAD subgrantee applicants and awarded ISPs nationwide, since every state and territory can now proceed to subgrantee selection and grant agreement execution.

With all 56 final proposals approved, states will accelerate subgrantee selection and award execution, meaning ISPs awaiting selection should expect pre-award readiness reviews including SCRM/Buy America certifications and environmental documentation to begin imminently. Once agreements are executed, the full active-deployment compliance regime activates, including procurement standards, cost documentation, contractor oversight, and cybersecurity controls. ISPs should ensure internal control systems, conflict-of-interest policies, and covered-equipment compliance certifications are in place before signing to avoid delays or clawback risk once obligations attach.
