With the final approval of Illinois' plan, every state and territory has now had its BEAD final proposal approved by NTIA, unlocking a combined $18.2 billion for broadband deployment nationwide. With all 56 final proposals approved, states will accelerate subgrantee selection and award execution, meaning ISPs awaiting selection should expect pre-award readiness reviews including SCRM/Buy America certifications and environmental documentation to begin imminently. Once agreements are executed, the full active-deployment compliance regime activates, including procurement standards, cost documentation, contractor oversight, and cybersecurity controls.
