Louisiana breaks ground on nation's largest BEAD-funded fiber project with REV Fiber
Louisiana Gov. Jeff Landry, ConnectLA officials and REV Fiber launched construction on what the state calls the country's largest BEAD-funded broadband project, bringing fiber to 2,840 locations in East Baton Rouge Parish. About 2,500 locations are supported by federal BEAD funding under the state's $1.36 billion GUMBO 2.0 initiative, with construction expected to begin in November and last seven to eight months.

What this means for BEAD compliance
REV Fiber as the BEAD subgrantee breaking ground in East Baton Rouge Parish, and Louisiana's ConnectLA program office overseeing GUMBO 2.0 compliance.
Construction start triggers active_deployment obligations for REV Fiber, including Davis-Bacon prevailing wage compliance, Buy America sourcing for materials, contractor oversight and procurement documentation, and build-out performance requirements (speed, latency, outage limits) that must be met across the 2,500 BEAD-funded locations. Semi-annual progress and expenditure reporting clocks now begin, and the 25% non-federal match must be tracked and documented alongside federal funds as construction spending ramps up. Any use of covered telecommunications equipment in network buildout must be screened against SCRM prohibitions before procurement.
