Illinois becomes final state to win NTIA approval of its BEAD spending plan
The Trump administration approved Illinois's BEAD spending plan, making it the last of 56 states and territories to receive federal approval. All jurisdictions now have the green light to begin awarding BEAD grants under the $42.45 billion program.
What this means for BEAD compliance
ISPs planning to participate in Illinois's BEAD subgrantee selection process, including those bidding on the state's forthcoming grant awards.
With NTIA approval finalized, Illinois can now proceed to challenge process resolution, subgrantee selection, and award execution, meaning ISPs pursuing awards should prepare pre-award compliance items now, including SCRM/covered-equipment certifications, environmental review readiness, and internal control system documentation. Once awards are executed in Illinois, the full suite of active_deployment obligations (four-year deployment deadline, NEPA/Section 106/permitting, Buy America, procurement standards, and performance requirements) will activate on a per-subgrantee basis. This milestone also confirms that all 56 BEAD jurisdictions are now clear to award, closing out the road_to_award phase nationally and shifting programmatic focus and audit attention toward pre-award readiness and deployment execution.
Opportunity: ISPs that have not yet engaged with Illinois's BEAD process can now pursue subgrantee awards since the state's spending plan is fully approved and grant-making can begin.
