Illinois becomes 56th and final state to win NTIA approval of its BEAD Final Proposal

Illinois' $831 million BEAD proposal was approved, connecting nearly 143,000 locations with a technology mix of 68.1% fiber, 23.6% fixed wireless, and 8.1% low-Earth orbit satellite. The approval left more than $169 million in non-deployment funds, and Illinois was the last of all 56 states and territories to receive NTIA sign-off.

What this means for BEAD compliance

Illinois-based and prospective BEAD subgrantee ISPs preparing to bid for or receive Illinois's $831 million allocation, as well as industry stakeholders tracking the now-complete 56-state BEAD approval cycle.

NTIA approval of Illinois's Final Proposal moves the program from planning into subgrantee selection, meaning ISPs awarded funding will need to demonstrate readiness on environmental review milestones, SCRM/covered-equipment certifications, and internal control systems before executing subgrant agreements. The $169 million in unallocated non-deployment funds gives Illinois discretion to redirect funds to additional locations or alternative technologies, which could reopen or expand award opportunities. With all 56 states/territories now approved, ISPs nationwide should expect subgrantee selection and award execution to accelerate, triggering the full slate of active_deployment obligations (environmental, procurement, performance, cybersecurity) once agreements are signed.

Opportunity: The $169 million in unallocated non-deployment funds and finalized program status give Illinois flexibility to fund additional providers or projects beyond the initial 143,000 locations identified.
