NTIA estimates up to 1 million locations may need BEAD funding in new round

NTIA Chief of Staff Brooke Donilon said the agency anticipates 600,000 to 1 million locations could qualify for an additional BEAD funding round, pending an updated FCC coverage map. The new round aims to address mapping gaps, provider defaults, and undelivered service promises from BEAD's $42 billion program, which has about $21 billion remaining.

What this means for BEAD compliance

All BEAD-eligible ISPs nationally, including those who already received awards as well as providers that defaulted or did not previously participate, since a new funding round could reopen competition for unserved and underserved locations.

No compliance obligations activate yet since this is a preliminary estimate pending an updated FCC coverage map and no new round, NOFO, or application window has been formally announced. ISPs with existing BEAD awards should monitor whether default or non-performance determinations on other providers' projects could affect their own subgrantee agreements or trigger reallocation of locations. Compliance officers should track the forthcoming coverage map update and any state-level announcements, as these will determine eligible locations and start the clock on pre-award obligations for a new round.

Phase 1 · Road to Award

Opportunity: Providers that were not previously awarded BEAD funds, or that can serve newly identified unserved/underserved locations, may be able to apply for funding once NTIA formally opens a new round covering an estimated 600,000 to 1 million locations.
