NTIA dashboard shows 54 of 56 BEAD entities have signed award agreements
NTIA's BEAD Progress Dashboard, updated September 8, 2026, shows all 56 states and territories have submitted and received approval of Final Proposals, with 54 having signed and returned their award agreements. The two remaining entities are still finalizing agreements, which will trigger active deployment obligations once executed.
What this means for BEAD compliance
ISPs with signed or pending BEAD subgrantee agreements across the 54 (soon 56) states and territories, and subrecipients awaiting final execution in the two remaining entities.
For providers in the 54 entities, execution of award agreements activates the full active_deployment compliance regime, including construction permitting, Buy America/BABA sourcing, procurement and contractor oversight controls, environmental clearances, SCRM/cybersecurity certifications, and performance/reporting obligations with clocks now running toward build milestones. Providers in the two outstanding entities should expect the same obligations to trigger immediately upon execution and should have internal controls, procurement documentation, and SCRM certifications ready in advance to avoid delays in starting deployment. Compliance officers should confirm reporting cadences (expenditure tracking, cost-share documentation) are calibrated to their entity's actual agreement execution date, not the national milestone date.
