NTIA dashboard: 54 of 56 BEAD entities sign and return award agreements
NTIA's BEAD Progress Dashboard, updated September 8, 2026, shows all 56 states and territories have submitted and received approval of Final Proposals, with NIST approving 55 of those. 54 states and territories have now signed and returned their award agreements, finalizing the process for most entities.

For ISPs in the 54 finalized entities, executed award agreements formally trigger active_deployment obligations including construction permitting, procurement standards, Buy America compliance, cybersecurity/SCRM certifications, and expenditure and performance reporting. Compliance officers should confirm their entity's agreement execution date and begin internal control, contractor oversight, and covered-equipment certification workflows immediately, since subgrant-level compliance clocks generally follow the state's execution date. ISPs in the two outstanding entities should monitor for imminent agreement execution, as delays there postpone activation of their own subgrant obligations.
