Arkansas finalizes BEAD contracts with all subgrantees, no dropouts reported
Arkansas's BEAD director Glen Howie said the state has finalized BEAD agreements with every subgrantee without any backing out, despite uncertainty caused by federal program changes last year. The finalized contracts are expected to connect 12,000 to 18,000 locations eligible under the first Benefit of the Bargain round.
What this means for BEAD compliance
All Arkansas BEAD subgrantee ISPs that signed finalized award agreements under the first Benefit of the Bargain round, as well as the Arkansas BEAD program office overseeing them.
Execution of all subgrantee agreements triggers the start of active_deployment obligations statewide, including the 4-year/48-month deployment timeline clocks, provider match contribution requirements, and ongoing performance, financial, and SCRM/cybersecurity compliance obligations. Subgrantees must now begin tracking construction milestones, procurement documentation, and buildout reporting against these contractual deadlines, with no identified dropouts reducing the risk of re-bid or redistribution of locations. Compliance officers should confirm internal tracking systems are ready to capture RPT-002 expenditure data and PE-certified design compliance as construction ramps up.
