Washington state signs seven BEAD subgrant agreements with ISPs
Washington's broadband office signed contracts with seven internet service providers under the BEAD program, marking the start of federal broadband subsidies flowing to the state's providers. The agreements follow years of preparation work by the state office.
What this means for BEAD compliance
The seven ISPs that signed BEAD subgrant agreements with Washington's broadband office, as well as other Washington providers awaiting subgrant execution.
Execution of these subgrant agreements starts the active_deployment phase for the seven signatory ISPs, activating construction, procurement, financial, cybersecurity and performance obligations immediately. Providers must now establish internal controls and documentation systems for expenditure tracking and cost-sharing, confirm compliance with Buy America and covered-equipment prohibitions before procurement begins, and ensure permitting and environmental review steps are completed prior to breaking ground. Failure to have these systems operational at contract signing creates early audit and clawback risk given the critical severity of these obligations.
