Washington state signs seven BEAD grant contracts with ISPs
Washington's broadband office executed signed contracts with seven internet service providers under the BEAD program, marking the start of federal subsidy funds flowing to providers in the state. The announcement follows years of planning work on Washington's BEAD proposal.
What this means for BEAD compliance
The seven ISPs that signed BEAD subgrant agreements with Washington State, and the Washington State Broadband Office administering the program.
Execution of these contracts starts active deployment obligations for all seven awardees, including construction permitting, Buy America compliance, procurement standards, labor and workforce requirements, and cybersecurity/SCRM equipment prohibitions. Financial reporting clocks begin, requiring expenditure tracking, non-federal cost share documentation, and internal control systems to be operational before drawdowns. Providers must also establish performance baselines (speed, latency, availability) and NIST CSF-aligned cybersecurity controls, since post-award non-compliance in any of these areas can trigger clawback or default proceedings.
