Washington state signs BEAD grant contracts with seven ISPs
Washington's broadband office announced it has signed contracts with seven internet service providers under the BEAD program, marking the start of federal subsidy flows to providers in the state after years of planning.
What this means for BEAD compliance
The seven ISPs that signed BEAD subgrant agreements with Washington State's broadband office, and other Washington providers awaiting execution of their own BEAD contracts.
Contract execution shifts these seven providers from pre_award status into active_deployment, triggering immediate obligations including Buy America compliance, procurement and cost-price analysis standards, construction bonding, contractor oversight, conflict-of-interest controls, and covered equipment prohibitions. Expenditure tracking, non-federal cost-share documentation, and NIST CSF-aligned cybersecurity controls now apply on an ongoing basis, and build-out and performance clocks (availability, latency, outage limits) begin accruing toward BEAD milestones. Providers should expect state monitoring and reporting requests to start shortly, and any lapse in SCRM certifications or procurement documentation now carries clawback risk.
