What this means for BEAD compliance

Broadlinc, Concept Communications, Declaration Networks Group, Hood Canal Communications, Kitsap PUD, Lummi Indian Business Council, and Spokane Indian Tribe as Washington BEAD subgrantees now entering the active deployment phase.

Execution of these subgrant agreements activates environmental and permitting review obligations ahead of construction, including NEPA/NHPA screening, Endangered Species Act and wetlands compliance, and construction permit acquisition. Subgrantees must now establish internal controls, procurement systems, contractor oversight, and expenditure tracking consistent with federal cost-sharing and Uniform Administrative Requirements before drawing funds. SCRM/cybersecurity certifications and Buy America sourcing plans should be locked in prior to equipment procurement to avoid rework once construction permits are issued.
