Virginia signs BEAD grant agreements with 19 of 22 providers

Virginia's broadband office has signed BEAD subgrantee agreements with 19 providers, with the remaining three expected to sign by Aug. 16, 2026. The move marks continued progress in Virginia's transition from award selection to active grant execution.

What this means for BEAD compliance

The 19 Virginia BEAD subgrantee ISPs that have executed grant agreements, and the remaining 3 providers expected to sign by August 16, 2026.

Execution of the subgrantee agreement triggers the active_deployment phase for the 19 signed providers, starting the 4-year deployment clock and activating performance, cybersecurity/SCRM, low-cost plan, and financial reporting obligations under their agreements. These providers must now demonstrate ongoing compliance with speed, latency, outage, and buy-America/procurement requirements as construction begins, and are subject to Virginia's subgrantee monitoring program. The 3 unsigned providers remain in pre_award status with certification and readiness obligations still pending until their agreements are executed.
