Texas halts all BEAD fund disbursements amid broadband office leadership shakeup
Texas has paused disbursements of billions of dollars in federal BEAD funding after two senior broadband office officials were dismissed and an audit was launched. The Texas Broadband Development Office told subgrantees the hold took effect Monday and will remain 'until further notice' with no completion date set for the audit.

Subgrantees should expect delayed reimbursements for expenditure tracking and cost-share draws even though underlying obligations under RPT-002 and FIN-003-20 remain active and continue accruing documentation requirements. The audit and leadership turnover raise the risk of retroactive scrutiny of internal controls and procurement records, so ISPs should preserve and organize FIN-005-16 and FIN-106 documentation now in case reviewers request it once the audit resumes. Construction and deployment obligations (permitting, contractor oversight) are not waived by the pause, so providers face a cash-flow risk if disbursements stall while cost obligations continue.
