Pennsylvania awards first $448M in BEAD funding to projects in 50 counties
Gov. Josh Shapiro announced Pennsylvania's first round of BEAD grants, totaling more than $448 million, expected to bring high-speed internet to about 71,000 homes and businesses across 50 counties. The award follows NTIA's April approval of the state's $711 million BEAD proposal.
Award amount: $448.0M
What this means for BEAD compliance
ISPs selected as subgrantees for Pennsylvania's first BEAD award round covering 50 counties and roughly 71,000 locations.
Executing these subgrant agreements triggers active_deployment obligations including prevailing wage and federal labor standards compliance, BABA equipment certification and debarment checks, and ongoing financial and performance reporting cycles. Awarded ISPs must now establish construction permitting, procurement documentation, and NEPA/environmental screening processes before groundbreaking, and begin tracking the 25% non-federal match and periodic location/funding data submissions. Failure to implement these controls early creates risk of clawback, special award condition meetings, or delayed disbursement.
