Pennsylvania awards first $448 million in BEAD grants across 50 counties

Governor Shapiro announced that more than $448 million in Broadband Equity, Access, and Deployment grants have been awarded to projects in 50 counties, the first round of awards from the more than $711 million NTIA approved for the state. A second wave of BEAD announcements is expected before the end of 2026.

What this means for BEAD compliance

ISPs that received Pennsylvania's first-round BEAD subgrantee awards across the 50 counties, as well as other providers awaiting second-wave award decisions expected by end of 2026.

Executed subgrant agreements move awarded ISPs into active_deployment, triggering obligations around non-federal match funding, labor and prevailing wage standards, BABA equipment certification, cybersecurity/SCRM compliance, and periodic reporting to the state. Awardees should expect immediate clocks to start on special award condition meetings, subgrantee monitoring, and semi-annual reporting cadences, with risk of noncompliance penalties if documentation and build-out milestones are not tracked from day one. Providers not yet awarded should prepare pre-award readiness items (BABA certification, SCRM attestations, financial controls) ahead of the anticipated second award wave.
