Pennsylvania awards first $448 million in BEAD funding across 50 counties

Gov. Josh Shapiro announced Pennsylvania's first round of BEAD grants, totaling more than $448 million, expected to expand high-speed internet to about 71,000 homes and businesses in 50 counties. The award follows NTIA's April approval of the state's $711 million BEAD proposal.

Execution of these subgrant agreements moves awarded ISPs from pre-award readiness into active deployment obligations, triggering clocks for labor standards, prevailing wage, BABA/Buy America certification, cybersecurity (SCRM) equipment prohibitions, and periodic financial and location/funding data reporting to the state. Awardees must immediately begin tracking the 25% non-federal match documentation, semi-annual and progressive monitoring reporting, and construction/procurement compliance (competitive bidding, contractor oversight, bonding) since these obligations attach upon agreement execution rather than at construction start. Failure to establish compliance infrastructure now (reporting templates, SCRM certifications, labor plans) creates risk of early special award condition findings or monitoring escalation once deployment reporting begins.
