Pennsylvania awards $448M in BEAD grants for 41 projects across 50 counties

Governor Josh Shapiro and the Pennsylvania Broadband Development Authority announced more than $448 million in BEAD grants awarded to broadband projects spanning 50 counties, expected to connect an estimated 71,000 homes and businesses. PBDA plans to award the remainder of the state's BEAD allocation by the end of 2026, with full build-out targeted for 2030.

Award amount: $448.0M

What this means for BEAD compliance

The 41 awarded ISPs/subgrantees receiving Pennsylvania BEAD funds, as well as other Pennsylvania broadband providers awaiting award decisions for the remaining allocation.

Execution of subgrant agreements for the 41 awarded projects triggers active_deployment obligations including prevailing wage and federal labor standards compliance, non-federal match documentation, BABA sourcing certifications, semi-annual and periodic reporting, and performance standards for speed, latency, and CAI service. Compliance officers at awarded firms should expect mandatory special award condition meetings and progressive subgrantee monitoring to begin shortly after award execution, with risk of critical-severity findings if match funds, labor certifications, or equipment sourcing documentation are not in place before construction starts. ISPs not yet awarded should prepare application materials for subsequent rounds given PBDA's stated plan to award the remainder of the state allocation by end of 2026.
