What this means for BEAD compliance

Frontier Communications, Brightspeed, CoreConnect, IBT Group USA, Upward Broadband, Verizon, and the three other Pennsylvania BEAD awardees receiving portions of the $448 million first-round funding.

Award acceptance triggers subgrant agreement execution, starting active_deployment obligations including BABA/Buy America certification, prevailing wage and labor standards compliance, NIST CSF cybersecurity controls, and covered equipment prohibition certifications. Awardees must establish the 25% non-federal match documentation, begin periodic location/funding data reporting and semi-annual reporting clocks, and prepare for progressive subgrantee monitoring meetings. Failure to promptly execute grant agreements, certify BABA compliance, or meet prevailing wage/labor standards creates critical risk of award clawback or delayed disbursement.
