Pennsylvania announces over $448 million in initial BEAD funding across 50 counties

Governor Shapiro and the Pennsylvania Broadband Development Authority announced more than $448 million in BEAD funding to expand high-speed internet access, covering projects in 50 counties. The state said all remaining BEAD program funds will be awarded before the end of the year.

Award amount: $448.0M

What this means for BEAD compliance

ISPs awarded Pennsylvania BEAD subgrants in the 50-county announcement, and other providers still awaiting award of the remaining state funds by year-end.

Awarded ISPs now move into active_deployment and must activate the full compliance stack: matching funds documentation, prevailing wage and labor standards compliance, BABA/Buy America certification, network performance targets, environmental and tribal consultation requirements, cybersecurity/SCRM equipment prohibitions, and semi-annual/periodic reporting obligations to the Pennsylvania Broadband Development Authority. Clocks for construction milestones, reporting cadences, and labor/procurement documentation begin upon subgrant agreement execution, and failure to establish compliance infrastructure now increases risk of clawback or special award condition monitoring later. Providers should confirm their subgrant agreement execution date to anchor these obligation timelines precisely.
