What this means for BEAD compliance

Oregon's 18 BEAD subgrantees, including Alyrica, Douglas Fast Net, Consumers Power, Pioneer Connect, Windwave and Ziply Fiber, and the Oregon Broadband Office overseeing contract execution.

As each subgrantee executes its contract, the full suite of active_deployment obligations activates, including performance bonds, insurance certificates, cybersecurity and SCRM plans, low-cost service commitments, and semi-annual reporting. Executed contracts also start the four-year project completion clock and trigger milestone tracking under the work plan in Appendix 2. Providers still unsigned as of the September 18 deadline face risk of award rescission or delayed fund access, and all signed subgrantees must ensure bonding, insurance, and cybersecurity/SCRM plans are in place before any disbursement request is submitted.
