Oregon under contract with 13 BEAD subgrantees, sets Sept 18 signing deadline
As of September 10, Oregon's Broadband Office reported it was under contract with 13 providers, cooperatives and local governments including Alyrica, Douglas Fast Net, Consumers Power, Pioneer Connect, Windwave and Ziply Fiber, plus several local governments. The state requires all BEAD subgrantee contracts to be signed by September 18, with most projects expected to begin construction in late 2026.

Execution of each subgrant agreement activates the full suite of pre_award-to-active_deployment obligations simultaneously: performance bonds/insurance (OR-FIN-001, OR-FIN-002) and cybersecurity/SCRM plans (OR-SCRM-101, OR-SCRM-102) must be finalized before disbursement, and the four-year project completion clock (OR-PERF-004) along with milestone tracking (OR-PERF-005) begins running from the signing date. Subgrantees that miss the September 18 signing deadline risk losing their award and forfeiting the funding to a rebid, while those that sign must immediately begin documenting labor, environmental, and procurement compliance ahead of late-2026 construction starts. Missed signing also creates downstream reporting risk since semi-annual reporting (OR-PERF-007) and disbursement request procedures (OR-FIN-003) cannot begin until contracts are executed.
