Oregon signs final BEAD contracts with 15 subgrantees, moves to pre-construction

Oregon's Broadband Office executed signed BEAD subgrant contracts with 15 providers, moving those projects from planning into pre-construction and deployment. Comcast and Starlink, covering 6,782 and 48,631 locations respectively, missed the signing deadline and have not yet finalized their agreements.
