Oregon signs final BEAD contracts with 15 of 18 subgrantees
Business Oregon's Oregon Broadband Office finalized signed BEAD subgrant contracts with 15 providers including Alyrica, Ziply, DFN, Windwave, and Siuslaw Broadband. Comcast and Starlink did not sign by the deadline, and the state will continue working with them and NTIA on next steps.

What this means for BEAD compliance
The 15 Oregon BEAD subgrantees that executed contracts (including Alyrica, Ziply, DFN, Windwave, and Siuslaw Broadband) and, separately, Comcast and Starlink whose awards remain unresolved.
For the 15 signed subgrantees, contract execution triggers active_deployment obligations immediately: performance bonds and insurance must be posted before disbursement, cybersecurity and SCRM plans must be finalized before the effective date, and the four-year project completion clock and semi-annual reporting cycle begin. Comcast and Starlink face no active obligations yet since their awards are unexecuted, but continued non-signature risks forfeiture or reallocation of their allocated funds, which Business Oregon is now addressing with NTIA.
Opportunity: If Comcast's or Starlink's allocations are ultimately forfeited or reallocated, other qualified providers in those service areas could become eligible to apply for the freed BEAD funding once Business Oregon and NTIA determine next steps.
