NTIA signs off on Illinois BEAD final proposal, last of 56 nationwide

NTIA's approval of Illinois's BEAD final proposal completed the nationwide approval process for all 56 states and territories. Illinois can now proceed with subgrantee selection and BEAD-funded deployment planning.

What this means for BEAD compliance

ISPs applying for or preparing to apply for BEAD subgrantee awards in Illinois, as well as national providers tracking overall program status now that all 56 states/territories have approved final proposals.

Illinois can now move into subgrantee selection, which starts the pre-award compliance clock for challenge process participation, environmental review readiness, and SCRM/cybersecurity certification obligations for applicants. Providers awarded subgrants will need to prepare for the transition into active_deployment obligations including NEPA/Section 106 review, permitting, procurement standards, and BABA compliance once agreements are executed. This milestone itself imposes no new obligations on any specific provider but signals that subgrantee selection and award timelines are now moving forward statewide.
