NTIA issues BEAD Supplemental Deployment Policy Notice opening new funding round

On September 3, 2026, NTIA released a BEAD Supplemental Deployment Policy Notice letting states, territories and DC access additional BEAD funding for locations that remain unserved due to program defaults, misreporting or FCC map changes. Compliance with the new guidance is expected to add nine months or more to the BEAD process in participating states.

What this means for BEAD compliance

State and territory BEAD administrators and ISPs currently participating in or planning to bid on BEAD projects in states with unserved locations affected by defaulted awards, misreporting, or FCC map changes.

This notice does not itself trigger deployment obligations but signals that participating states will reopen subgrantee selection for previously unserved or reclaimed locations, extending program timelines by nine months or more. ISPs currently under executed BEAD agreements should expect no immediate change to active obligations, but those anticipating new awards should prepare pre-award readiness materials, including SCRM/cybersecurity certifications and environmental documentation, earlier given the extended runway. Providers that had awards revoked or defaulted may face renewed scrutiny on financial and compliance history if they attempt to re-bid.
