NTIA issues BEAD Supplemental Deployment Policy Notice affecting all states, including South Dakota

NTIA released the BEAD Supplemental Deployment Policy Notice on September 3, 2026, opening a second 'Benefit of the Bargain' funding round for locations left unserved due to provider defaults, misreporting, or FCC map changes since states' Final Proposals were approved. South Dakota's GOED broadband office has acknowledged the new requirement, noting on its BEAD webpage that the state, like all others, must open a new Benefit of the Bargain round and will do so in the coming weeks. ISPs with existing South Dakota BEAD subgrantee agreements should watch for further state guidance on how the policy affects their projects.
