NTIA confirms all 56 BEAD final proposals now approved nationwide

NTIA head Arielle Roth announced that with Illinois's approval, all 56 states and territories now have approved BEAD final proposals, moving the program into the construction phase. Roth said this achieves Congress's vision of closing the digital divide.

What this means for BEAD compliance

All BEAD subgrantee ISPs nationwide now entering or continuing construction under approved final proposals, including those in Illinois whose award moves from planning to build-out.

With every state and territory now in the construction phase, subgrantees nationwide face activation of active_deployment obligations including procurement, labor/Buy America, environmental permitting, cybersecurity/SCRM equipment restrictions, and performance reporting clocks tied to their individual subgrant agreements and construction milestones. ISPs should expect increased NTIA and state broadband office scrutiny of expenditure tracking, contractor oversight, and permit acquisition as build-out ramps up across all jurisdictions simultaneously. Compliance officers should confirm state-specific subgrant agreement execution dates, since those (not this national milestone) trigger the actual deadline clocks for reporting, environmental review, and network buildout requirements.
