NTIA completes approval of all 56 state and territory BEAD Final Proposals
NTIA announced it approved its last BEAD Final Proposal, completing approval of all 56 state and territorial proposals, with Virginia highlighted as the final approval and Assistant Secretary Arielle Roth touring BEAD fiber and satellite projects in Moneta, Virginia. Virginia's plan is projected to connect more than 85,000 locations while saving over $930 million and leveraging nearly $430 million in matching funds. This closes the Final Proposal approval phase nationwide, shifting focus to contracting, execution, and deployment.

ISPs should expect states to accelerate grant agreement execution, which will start the four-year deployment clock and trigger active-deployment obligations (performance, low-cost plan, BABA, and cybersecurity/SCRM requirements) once agreements are signed. Compliance officers should prepare documentation now for pre-award readiness items (project plans, scoring documentation, SCRM certifications) since award notifications and contracting can follow quickly after this national milestone.
