NTIA completes approval of all 56 BEAD Final Proposals nationwide

On August 25, 2026, NTIA announced it approved its last state/territorial BEAD Final Proposal, completing approval of all 56 Final Proposals across the country. Assistant Secretary Arielle Roth marked the milestone by touring fiber and satellite BEAD projects in Virginia, where the newly approved plan is projected to connect more than 85,000 locations while saving over $930 million and leveraging nearly $430 million in matching funds.

What this means for BEAD compliance

ISPs selected or seeking selection as BEAD subgrantees in Virginia, and by extension providers in all 56 states/territories now that every Final Proposal has been approved by NTIA.

Approval of Virginia's Final Proposal moves the state from planning into subgrantee selection and award finalization, triggering pre-award obligations including special award condition meetings, SCRM/covered-equipment compliance certification upon grant acceptance, and project plan and scoring documentation readiness. Providers awaiting Virginia subgrants should expect award agreements and associated compliance clocks (performance milestones, reporting cadence, cybersecurity plan requirements) to begin shortly. Nationally, completion of all 56 Final Proposal approvals signals that award execution and construction-phase compliance obligations will now be activating across nearly every state program, so ISPs with pending applications in other states should prepare readiness documentation now.
