NTIA approves Illinois BEAD plan, completing approval of all 56 state proposals
The Commerce Department approved Illinois's BEAD spending plan on August 25, making it the last of 56 states and territories to receive final proposal clearance. NTIA head Arielle Roth said all 56 approvals achieve the program's goal of closing the digital divide. Illinois will spend $831 million of its original $1.04 billion allocation after cuts to satellite and fiber locations and an increase in fixed wireless locations.
Award amount: $831.0M
What this means for BEAD compliance
ISPs awarded or seeking BEAD subgrants in Illinois, particularly those shifting from satellite/fiber to fixed wireless deployment under the state's revised $831 million plan.
With Illinois now the final state to receive Final Proposal approval, all 56 states/territories have completed program-level approval, meaning Illinois can proceed to subgrantee selection, award execution, and grant agreement issuance. Illinois ISPs should expect pre-award readiness obligations (challenge process, speed test evidence, environmental review preparation) to activate soon, followed by active_deployment obligations (performance standards, four-year deployment deadline, Buy America compliance) once agreements are executed. The increase in fixed wireless locations and cuts to satellite/fiber allocations may affect which providers were selected and their applicable technology-specific requirements (e.g., wireless signal availability standards under IL-CHALL-007).
