NTIA announces new BEAD bidding round for previously ineligible unserved locations

NTIA said Thursday, September 3, 2026 that states will run a new BEAD deployment bidding round targeting locations not marked eligible last year but still lacking broadband service, using part of the roughly $21 billion in remaining program funds. The agency outlined a process of state location reviews, public posting, and a 30-day challenge window that could take up to 97 days before NTIA approval, with the overall process potentially lasting nine months.

Award amount: $21.0B

What this means for BEAD compliance

All BEAD-participating ISPs and prospective bidders nationwide, particularly providers who were excluded from prior BEAD funding rounds because their target locations were previously classified as served or ineligible.

This opens a new pre-award phase in which ISPs must monitor state-run location eligibility reviews and public postings, since inclusion or exclusion in this round determines which sub-project areas become subject to future award and deployment obligations. ISPs planning to bid should prepare pre-award documentation now, including SCRM/covered equipment certifications and environmental review readiness, given the review-to-approval process could span up to 97 days per state and nine months overall. Providers should track state-specific challenge windows closely, as failure to contest incorrect location eligibility determinations within the 30-day challenge period could permanently foreclose funding opportunities for those locations.

Opportunity: ISPs that were previously excluded from BEAD funding because their target locations were deemed served can now compete for a portion of the roughly $21 billion remaining program funds once states post revised eligible location lists.
