Missouri opens BEAD Final Proposal for public comment through September 26
Missouri's Office of Broadband Development released its BEAD Final Proposal, outlining more than $700 million to connect over 200,000 unserved and underserved homes and businesses. The plan, including provisional subgrantee awards, is open for public comment until September 26 before submission to NTIA for review.

What this means for BEAD compliance
All Missouri BEAD provisional subgrantees listed (ALLO Missouri, Charter, Comcast, Mediacom, Conexon Connect, IdeaTek, and other named ISPs) and any stakeholders wishing to comment on the Final Proposal before NTIA submission.
The public comment period does not itself trigger active deployment obligations, but it is the last checkpoint before Missouri submits its Final Proposal to NTIA; provisional subgrantees should confirm their award scope, locations, and technology commitments as reflected in the proposal are accurate before it becomes binding. Once NTIA approves the Final Proposal, provisional awardees will move toward subgrant agreement execution, activating pre-award requirements such as pre-qualification completion, cybersecurity/SCRM plan submission, SAM.gov registration, and BABA certification ahead of construction. ISPs should review the published award list now, since errors or omissions carried into the NTIA-approved plan could be harder to correct post-approval.
Deadline September 26, 2025: Named provisional subgrantees and other stakeholders should review the Final Proposal and submit any public comments or corrections regarding award allocations, locations, or terms by September 26.
