California CPUC approves Resolution ratifying NTIA-approved BEAD Final Proposal

On September 17, 2026, the California Public Utilities Commission voted to approve Resolution T-17920, ratifying the NTIA-approved BEAD Final Proposal and authorizing CPUC to proceed with implementation. This clears the way for California to begin executing subgrant agreements with providers.

Once agreements are executed, active_deployment obligations activate immediately, including procurement, Buy America, cybersecurity/SCRM equipment certifications, environmental compliance, and financial tracking requirements. Providers should ensure internal control systems, conflict of interest policies, and covered equipment compliance certifications are ready before signing, since these obligations attach at execution rather than at a later date. Delays in readiness could slow subgrant execution or create compliance gaps once construction funding begins flowing.
